Temporary Assistance for Needy Families (TANF) and Job Opportunities and Basic Skills (JOBS) Programs
The Temporary Assistance for Needy Families (TANF) program is intended to move low-income families from public assistance to self-sufficiency by providing cash assistance along with work readiness, training and job placement services.
The Job Opportunities and Basic Skills (JOBS) Program is a companion program that focuses on work-readiness, training and job placement services. The department contracts with Job Service North Dakota to provide these services to JOBS participants.
Fast Facts:
* North Dakota's welfare caseload peaked in 1994 at 6,500 cases
* In July 1997, when the state implemented welfare reform, 3,859 families were receiving TANF assistance
* In July 2009, a total of 5,461 North Dakotans received TANF public assistance; 4,225 of them were children. The average monthly TANF payment per family equaled $313.

Make your home more energy efficient
The Head Start program (for children ages three to five) and Early Head Start program (for pregnant women, infants, and toddlers) promote school readiness for children in low-income families by providing comprehensive educational, health, nutritional, and social services. Parents play a large role in the programs, both as primary educators of their children and as participants in administering the programs locally. Both programs provide pre-literacy and literacy experiences in a multi-cultural environment. Parents are also provided social services, including assistance with childcare. Services are also available to migrant and seasonal farm worker families.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of North Dakota, you must be a parent or primary caregiver responsible for a child who is too young for public school and your household's annual income before taxes must not exceed $10,830 if one person lives in the household; $14,570 if two people live in the household; $18,310 if three people live in the household; $22,050 if four people live in the household; $25,790 if five people live in the household; $29,530 if six people live in the household; $33,270 if seven people live in the household; $37,010 if eight people live in the household; and $40,750 if more than eight people live in the household. For larger households, add $3,740 for each additional person in the home.
If you do not meet these criteria, you may still qualify if you are a U.S. national, citizen or permanent resident whose financial status is low income or very low income, who is under-employed, unemployed or about to become unemployed, facing pregnancy, less than 19 years of age yourself, or the parent or primary caregiver for children under the age of 19 years. The Healthy Steps insurance program is intended to meet the needs of working families in North Dakota who cannot afford health insurance coverage for their children and yet earn too much to qualify for Medicaid. Coverage is available for uninsured children age 18 or younger that live in families with qualifying incomes. Persons who are 18 or under and live on their own may also apply.
To qualify, a family's NET income (after subtracting childcare costs and payroll taxes such as Social Security tax, Medicare tax, and income tax) must be greater than the Medicaid level, but cannot exceed 140 percent of the Federal poverty level. We have used a gross income test (total income before taxes) on Benefits.gov because this is a good indicator of potential eligibility. However, you must apply for benefits to know for sure whether or not you will qualify for this program. General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of North Dakota, under 19 years of age, not covered by health insurance (including Medicaid), a U.S. national, citizen, legal alien, or permanent resident, and you must have an annual household income before taxes of less than $21,855 if two people live in the household; $27,465 if three people live in the household; $33,075 if four people live in the household; $38,685 if five people live in the household; $44,295 if six people live in the household; $49,905 if seven people live in the household; $55,515 if eight people live in the household; and $61,125 if more than eight people live in the household. North Dakota Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is a program for pregnant and breastfeeding women, infants, and children under five years and is available in all counties in North Dakota. WIC offers healthy food for proper growth and development and helps families choose healthier ways of eating. The North Dakota WIC program is administered by North Dakota Department of Health, Division of Maternal and Child Health.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of North Dakota, pregnant, breastfeeding and postpartum woman, infant or child up to five years of age and: (1) are individually determined by a health professional to be at nutrition risk; and, (2) meet an income standard, or are determined automatically income eligible. A person who participates or has family members who participate in certain other benefit programs, such as the Food Stamp Program, Medicaid or Temporary Assistance for Needy Families, automatically meets the income eligibility requirement.

The Supplemental Nutrition Assistance Program (SNAP) Program promotes the general welfare and safeguards the health and well being of low income North Dakotans. SNAP benefits are provided to supplement an individual or a family's food budget. The amount of benefits a household receives is based on its size and income. An average of $2.4 million dollars per month is issued in SNAP benefits in the state of North Dakota. SNAP recipients are given a plastic debit card (Dakota EBT card). The store cashier runs the debit card through a point-of-sale device to subtract the recipient's purchase amount from their allotted benefits. North Dakota SNAP operates under the requirements of the U.S. Department of Agriculture.

In order to qualify for this benefit program, you must be a resident of the state of North Dakota and fall into one of two groups: (1) those with a current bank balance (savings and checking combined) under $2,001, or (2) those with a current bank balance (savings and checking combined) under $3,001 who share their household with a person or persons age 60 and over, or with a person with a disability (a child, your spouse, a parent, or yourself). The North Dakota Weatherization Assistance Program is administered by the North Dakota Department of Commerce.

Healthy Steps insurance is for children who:
do not have health insurance coverage
are 18 years of age or younger
do not qualify for the North Dakota Medicaid Program
live in families with qualifying incomes

Federally funded under the Older Americans Act, this program offers help to caregivers who are:
Caring for an adult age 60 or older, or
Age 60 years or older and caring for grandchildren or other young relatives who are age 18 or younger

Services are provided FREE to qualifying participants. There is no means test. Individuals must be given the opportunity to contribute to the cost of the services; however, no one can be denied service due to inability or unwillingness to contribute.

North Dakota Veteran Housing Programs
Veterans Home
The North Dakota Veterans Home, located in Lisbon, North Dakota, consists of 111 basic care and 38 skilled nursing beds. The Veterans Home was established to provide service to an eligible veteran who is:
A bona fide resident of North Dakota for at least one year; or
Served in a North Dakota regiment (activated N. D. National Guard); or
Entered the Armed Forces as a North Dakota resident; or
Is the spouse or surviving spouse of above veteran.
Application may be made through any County Veterans Service Officer.
Hardship Grant
The purpose of this assistance is to provide monies to give aid and comfort to veterans and their spouses, or unremarried widow/widowers of eligible veterans.
The individual must have an emergency need of dental work, eye glasses, hearing aids, transportation for medical treatment, or any special need approved by the Commissioner of Veterans Affairs.
Loan Program
The Veterans Aid Fund is a permanent fund to be used solely for the purpose of making loans to veterans or their widow/widowers.
To qualify, the applicant is required to be a: peacetime veteran, wartime veteran or, National Guard with active duty, or unremarried widow/widower of eligible veteran; a citizen and resident of North Dakota for at least one year, and have the financial ability to make payments.
The maximum loan amount is $5,000. The interest rate is 8% per annum. Time limit can be from six months to 48 months.
Tuition Waiver
Any qualifying member of the national guard who enrolls in any state-controlled school, shall, subject to national guard rules promulgated by the adjutant general, receive a waiver of the tuition charged by the school.
The tuition waiver is valid only so long as the member of the national guard maintains satisfactory performance with the guard, meets the qualification requirements of rules promulgated by the adjutant general, and pursues a course of study in a manner which satisfies the normal requirements of the school.
Free Tuition to qualified Dependents in North Dakota Institution of Higher Education.
Any dependent of a resident veteran who was killed in action or died from wounds or other service-connected causes, was totally disabled as a result of service-connected causes, died from service-connected disabilities, was a prisoner of war, or was declared missing in action, upon being duly accepted for enrollment into any North Dakota state-supported institution of higher education or state-supported technical or vocational school, must be allowed to obtain a bachelor's degree or certificate of completion, for so long as the dependent is eligible, free of any tuition and fee charges.... provided that the bachelor's degree or certificate of completion is earned within a forty-five month or ten semester period or its equivalent; and further that tuition and fee charges shall not include costs for aviation flight charges or expenses.
License Plates
A veteran, while serving in the U.S. armed forces was a prisoner of war and has received an honorable discharge from the U.S. armed forces, may be issued a special number license plate. On the death of the veteran, the surviving spouse may retain the numbered plate as an active plate.

Distinctive numbered plates may be issued to individuals eligible for interment in the North Dakota Veterans' Cemetery. The surcharge collected will be divided between the Veterans' Cemetery Trust Fund and the Veterans' Cemetery Maintenance Fund.
National Guard
Distinctive numbered plates may be issued to members of the National Guard. The Adjutant General shall certify those members of the national guard eligible to receive the plates.
Purple Heart
Available to those recipients of the Purple Heart award as listed on the DD214 or Certificate.
Transportation
The veterans transportation system is designed to aid veterans in transportation to a Veterans Hospital. Currently, there are 5 vans on scheduled routes bringing veterans to Fargo, North Dakota or Miles City, Montana. The cost of this program is underwritten in part by the Post War Trust Fund.
AID Incorporated was founded in 1983 by Father Charlie Backus and is incorporated as a private non-profit agency in North Dakota. The primary mission of AID, Inc. is to assist the "working poor in becoming self sufficient." Services provided include:

Bismarck Emergency Food Pantry
The Bismarck Emergency Food Pantry provides food baskets to individuals and families who are in an emergency situation. The food pantry is open 1 pm to 4 pm Monday, Tuesday, and Thursday every week. To receive food, clients must bring their social security card, photo id, and proof of current address/residence.

Community Action
The seven Community Action Agencies in the state provide essential services to every region and all 53 counties. Community Action Agencies are governed by uniquely structured boards of directors whose members derive from diverse segments of the community-low-income, private, and public sectors. By combing resources-local, state, private and federal, agencies enable low-income people of ages to secure the opportunities they need to obtain and maintain self sufficiency.
The Community Action Food Pantry provides food baskets to income qualified clients and families in need. Clients need to call the CAP office at 258-2240 to make an appointment. The following information needs to be provided:
*Social Security Cards for all household members
*Copy of photo ID
*Income verification for all household members
The Food Pantry is stocked primarily through donations. Food baskets are generally filled with enough food to last approximately 4 - 7 days, depending on the funding and donations received.
The Commodities Program is available the first and third Thursdays every month, from 9:00 am to 12:00 pm and from 1:00 pm to 4:00 pm.

Hello I am a mother of 3 who is doing home based daycare and have been advertising on Craigslist, FarMoor online and various other regional websites that are free to post ads. Well I have gotten many legitamite responses and am very thankful. I have received this one and the lady sent me a deposit check for her 3 kids for 1090. Well when I cashed it the bank deposited the cash into my account and 5 days later it was found out the check was no good. Meanwhile I had spent the money on bills, groceries and items for my daycare. Now my bank is coming at me for the money and I have no way of paying it back. I have explained to them what has happened but they don't care. I know they are a business and are looking out for themselves and that is fine. I get paid weekly by my 2 charges but they only add up to 175 a week. I am supporting 3 children on my own. How can I try to pay the bank back and keep a roof over my kids heads? I have bad credit and can't get a loan and besides if I got a loan it would take me at least a year to pay it back. I am looking for a miracle and hope that people learn from my mistakes. I am just beyond saddened by the depravity of some people in this world who would randomly take advantage of a stuggling mother whom is trying to start a legit business.
basically im tired of being broke all the time my fiance has raked up 26.000 in child support and he cant hold down a job due to his mental disabilities...and id like to get him caught up so we can have a normal life i dont have to drive him everywhere anymore due to child support taking his licence or throwing him in jail hes a good man that is making as many efforts as he can to his son but i swear longest job he held down before they fired him with little to no reason as usual is three months... im tiring of the struggle if someone could help us out id be so greatful...

So, I dug up these websites that may have information that could help. At least you could ask if they know of a group to help you. At least it's a step in the right direction.
You did not mention the American Legion or am I missing something? It seems like between the VFW and possibly the Legion you could get some action going.
Hello: My name is Waylon J, RedTomahawk and I an enrolled member of the Spirit Lake Tribe, in Fort Totten, ND. I am the Director for our Veterans Program and the Tribal Veterans Service Officer. Our Veterans Organization leases a small space from the Spirit Lake Tribal Community Center, where we have our main headquarters. I am writing to you today as I am in need of funds to get our Veterans Program going and I also was looking for any type of funding to help alleviate costs to move a building that the Veterans of Spirit Lake Nation acquired through our local community college as a donation gift. Iam also a member of Spirit Lake Veterans VFW Post #6547 Color Guard. The Veterans Program assists all veterans and their dependents who reside on/near Spirit Lake Nation, with applying for benefits through the Regional Veterans Administration located in Fargo, ND. We do offer rides for Veterans who don't have the means to get to and from their medical appointments.
